The 3 Tier Alert system has been suspended and replaced with a set of national restrictions lasting 5.11.2020 – 2.12.2020. 

The key points are: 

1) You must stay at home except for 

  • Work – if you cannot work from home 
  • Education and childcare
  • Shopping for essentials 
  • Exercise 
  • Medical appointments 

2) Indoors including private gardens, outbuildings eg sheds

You must not mix with people who are not part of your household or support bubble

Exceptions 

You may go into someone else’s residence 

  • To carry out emergency work (eg electricians, plumbers) 
  • For childcare 
  • For provision of care to a vulnerable person 
  • To visit as a volunteer
  • To assist someone to escape injury or harm

3) Outdoors

You may go out for daily exercise or to visit public places (for example parks, canals) with your household including your support bubble.  If you are by yourself you can meet 1 person from another household.   Children under school age do not count towards the limit on numbers.  Playgrounds can stay open. 

4) Certain businesses must close including:

  • Shops selling non-essential items 
  • Pubs, bars and restaurants – takeaways and restaurants offering deliveries or click & collect can remain open 
  • Indoor and outdoor leisure facilities eg gyms, swimming pools
  • Entertainment venues eg cinemas, museums, casinos
  • Personal care facilities eg hair salons, nail bars

5) Ceremonies 

Funerals

Maximum of 30 people attending the funeral 

Maximum of 15 people attending any post-funeral activity eg setting headstone, scattering ashes

Weddings & civil partnerships

Weddings and civil partnership ceremonies are not allowed to take place except in very specific circumstances eg one partner is terminally ill

Places of worship can open for private prayer but collective worship is not allowed

6) Travel & transport 

  • You should not travel outside your local area except for specified purposes (see above)
  • You should try to avoid public transport. If you use public transport, you must wear a face covering unless you have a medical exemption
  • International travel is not allowed except for work or in emergencies
  • Hotels and BBs can only open for business travel and meetings 
  • If you are already on holiday or out of your local area, you do not have to return immediately but you must observe the new rules

7) Support for workers

Employees:

The new Job Support Scheme that was due to replace the furlough scheme has been temporarily suspended.  The furlough scheme will be extended.  The Government will pay 80% of wages for hours that employees cannot work capped at £2,500 per month; employers must pay for any hours worked at normal pay; employers must pay NI & pension contributions on all contractual hours. To qualify employees must have been on the PAYE payroll before 30.10.2020. 

Self-employed: 

The Government will pay self-employed people a taxable grant worth 55% of average monthly profits in a single instalment for the period November-January (capped at £7,500). To qualify you must have filed your 2019 tax return. 

Beware of scams – HMRC will put messages in your Government Gateway account.  

8) Aged 60+ or clinically vulnerable

The Government is NOT asking you to shield again. You are advised to follow the rules carefully, and to limit your contact with people outside your household or support bubble.

9) Care home visits 

The Government has stated that care home residents should be able to receive visits from family and friends.  Care homes should put in measures to enable covid-secure visits to take place.  

 10) Face coverings in secondary schools

Pupils and staff should wear face coverings in areas outside classrooms where social distancing cannot be maintained for example corridors. They should also wear face coverings on dedicated school transport. 

Summary

If you break the rules you may be fined. Fines start at £200 and are doubled for each breach up to £6,400. 

When lockdown end on 2nd December, the two options possible are:  

  • We revert to the Tier system 
  • The national lockdown is extended 

The transmission rate (‘R’) must go back below 1. It is currently 1.4 in Birmingham.

Many people have cancelled medical appointments or refused to seek medical attention when they are sick or injured because they are worried about catching the virus or not wishing to take up NHS resources. As a result, they have become seriously ill and some people have died unnecessarily.  

GP surgeries and hospitals have taken steps to make premises covid-secure so it is safe for you to visit.  Dr Varney urges you to keep your appointments and seek help for sickness, accident or injury.   This message was also given by Dr Nye at our Wellbeing Forum. 

Dr Varney is concerned that the rate of testing has gone down in Birmingham. 

The Government is also concerned that only 20% of people with a positive result self-isolate.   

Self-isolation is critical to reducing transmission of the virus. You can be fined for failing to self-isolate. Fines start at £1k and can go up to £10k for repeated failure or refusal. 

Covid-19 Statistics 

Dr Varney advises against checking the Covid statistics every day as there can be outbreaks in workplaces, care homes or within households that create spikes and distort the figures. He advises to check once a week on the same day in order to see the trends.

婚礼或伴侣仪式将不允许举行,特殊情况可以豁免,例如一位伴侣患上绝症

宗教场所可以开放,但仅允许私人祈祷,不可以进行集体崇拜

6)旅行和交通

  • 除特殊原因以外,您不可以去本地以外的地区旅行(请参阅上文)
  • 您应当尽量避免使用公共交通工具。 如果您需要使用公共交通工具,必须戴上口罩,除非您有医疗豁免。
  • 除工作或紧急情况外,您不允许国际旅行
  • 酒店和民居式旅馆仅对商务旅行和商务会面的人士开放 
    • 如果您已经在度假或不在您所在的地区,您不必立即返回,但必须遵守新的规定。 

7)工作人士的补助金

雇员:

原本即将推出新的 “就业支持计划” 暂时暂停执行,之前实施的“职位保留计划”将被延长。政府将为无法工作的雇员支付80%的工资,每月上限为2,500英镑;雇主必须按正常工资的标准支付员工已工作的时间; 雇主必须按劳工合同的工作时间支付员工的国民保险和退休金。符合申请资格的雇员必须是在2020年10月30日之前已经在英国税务局纳税系统(PAYE)登记注册。

自雇人士:

政府将在11月到2021年1月底的3个月期间向自雇人士发放第一笔补助金,补助金的额度基于平均营业利润的55%计算,一次性支付,最高限额为7,500英镑,补助金属于纳税收入。要符合申请资格,您必须提交2019年度的纳税申报表。

当心欺诈- 英国税务局HMRC会将具体信息发送至您在政府在线服务Government Gateway注册的帐户中。

8)60岁以上或临床虚弱人群

政府不会要求您再次居家屏蔽,但建议您认真遵守新的措施,并限制与您家庭以外或支持泡泡以外的人接触。

如果您违反规定,可能会被罚款。 罚款起价为200英镑,每次违规罚款加倍,最高为6,400英镑。

到12月2日全国封锁结束时,将可能有两个选择:
